QUESTION.
May an attorney who is a specialist in the field of legislation send letters to <Text not Clear> and legislators offering freelance bill drafting, opinions, etc.
ANSWER.
The Committee is of the opinion that the proposed conduct would not be consistent with Canons 27 and 46 of the Canons of Professional Ethics.
Canon 27 prohibits solicitation of professional employment by circulars or by personal communications or interviews not warranted by personal relations.
Canon 46 does authorize a lawyer engaged in rendering a specialized legal service directly and only to ether lawyers to insert a dignified notice in legal periodicals and like publications. This, however, does not sanction circulars whether in the form of letters or otherwise Furthermore, it should be noted that not all legislators are lawyers.
