The Constitution gives Congress the power to declare war and “raise and support” armies. The 1974 War Powers Act reaffirmed and reinforced Congress’s constitutional role in the decision to go to war.

Nonetheless, today the president frequently deploys U.S. military force without seeking congressional approval.

Congress has not approved a use of force since 2002, when it authorized the use of force against Iraq.

Join us as a distinguished panel of experts will debate the legal issues surrounding the use of military force, with a particular focus on the application of historical precedent to current events.
