Allan R. Pearlman

Co-Chair, Cyberspace Law Committee

After a judicial clerkship at the United States Court of Appeals for the Second Circuit, Allan R. Pearlman served in New York State Supreme Court’s Law Department as a Senior Court Attorney. He then went into private practice doing primarily civil litigation and appeals. He has developed a focus in representing taxpayers who are being pursued by the IRS or the State of New York, or both; however, he handles general non-tax issues as well and has developed a separate, non-tax focus serving as local counsel to lawyers anywhere outside New York who have non-party witnesses in New York who have to be subpoenaed. He also has litigated a First Amendment freedom of speech and association issue in a criminal case in the Eastern District of New York.

A longtime member of the Cyberspace Law Committee, he has, over several years, organized numerous public forums at NYCLA on topics such as: internet domain name dispute resolution procedures, intellectual property in the digital age, vote-counting technology (“Do the Ayes Have It?”, and internet website terms of use, disclaimers and privacy policies (“Click on the Dotted Line”). The public forums he has organized at NYCLA have been covered by Court TV and NPR and featured such speakers as: a member of The New York Times editorial board, a staff writer for the New Yorker magazine, a member of the New York State Board of Elections, and a computer expert who testified before the United States Congress regarding Bush v Gore.

Allan Pearlman received his BA from University of Michigan, Ann Arbor, his JD from Rutgers School of Law -Camden. In 1994, he received the NYCLA Criminal Justice Section’s Public Service Fellowship based on an essay competition. He is AV-rated by Martindale-Hubbell Peer Review.
